My Lord,

With reference to Your Lordship's circular despatch of the 12th April, 1920, I have the honour to inform you that this Government will be glad to co-operate with the Government of India for the continuance of the existing pass- port system with a view to regulating the admission to and departure from India of undesirables whether British subjects or foreigners.

It is impossible, however, for this Govern- ment to deal with the cases of Indians who may come from America and all parts of the East seeking transport to India and I propose to continue the practice which was arranged with the Government of India, as shown in the attached corres- pondence, of issuing Police permits only for natives of India leaving Hongkong for India.
